What happens during a whole-house generator installation

Homeowners tend to picture a standby generator install as a delivery truck and a crew for a day. The physical work really is fairly quick. What takes the time is everything around it: plan review, two or three permits, a gas line, a concrete pad, and a sequence of inspections that a city will not skip. Knowing that sequence up front is the difference between a quote you can compare and a surprise six weeks in.

Most of the timeline is paperwork, not labor

This is not a weekend project, and it can run weeks or months from the time you order to the day the unit starts. Permit approval alone usually takes anywhere from a few days to a few weeks depending on your municipality, and the inspection queue adds more.

Three things drive the calendar, and only one of them is the crew:

  • Plan review. Someone at the city has to look at your site plan, your load analysis, and your gas piping diagram before anything gets built.
  • Inspection scheduling. Several inspections happen at fixed points, and some have to happen before the next step can proceed. A pad inspection has to clear before concrete is poured. Underground gas and electric runs have to be inspected before they are backfilled.
  • Unit availability and the installer’s schedule. Both vary with the season and with how many outages your region just had.

The permits you will actually need

Expect a permit per trade rather than one generator permit. In Houston, the installation requires single-trade electrical and plumbing permits, and each licensed contractor pulls their own and is responsible for their own inspections. Georgetown, Texas goes further and requires a generator permit, an electrical permit, and a plumbing permit, with a second electrical permit when the service has to be rebuilt.

The submittal package is where quotes quietly differ. Georgetown asks for:

  • The manufacturer’s installation manual for the exact model.
  • A property survey showing the generator’s location and dimensions, its setbacks from the property lines, and its distance from the gas meter and other equipment.
  • Electrical plans with one-line drawings, a load analysis, and equipment specifications.
  • A gas piping riser diagram.
  • Whether the gas and electric runs will be underground, and whether a service rebuild is needed.

Two of those items are decisions you make before the permit is filed. The survey locks in where the unit sits, and the load analysis follows from which circuits you decided to back up, so size the unit before the package goes to plan review rather than after.

Which code the inspector is reading

Houston’s guide is explicit that inspections are judged against the manufacturer’s installation manual, the city construction codes, and NFPA standards, whichever is most restrictive. That is why a spec that is fine on the manufacturer’s drawing can still fail: the local rule wins when it is tighter.

Two standards do most of the work. NFPA 37 governs stationary combustion engines and sets the fire-safety clearances the placement rules come from. NFPA 70, the National Electrical Code, covers the wiring in Article 702, which addresses optional standby systems. Article 702 is what requires transfer equipment so the utility and the generator can never be connected at the same time, and a sign at the service equipment identifying the on-site standby source so a lineman or a firefighter knows the building has one.

A permit also does not buy you an exemption from other local ordinances. Houston warns in the same document that approval to install a generator does not exempt the unit from the city’s noise and sound-level regulations.

What happens on site, in order

The order matters because inspections are interleaved with the work.

  1. Site survey and load walk. The installer confirms the location against clearances and the fuel run, and works out which loads the unit will carry.
  2. Pad prep. Either a poured concrete pad or a precast one. If it is poured in place, Houston inspects the pad location before the concrete goes in.
  3. Fuel run. A gas line from the meter to the unit, or a propane tank set with its own setbacks. Natural gas often means the utility has to resize the meter, because the generator’s BTU demand is added on top of the furnace and the water heater. That utility step is outside your installer’s control, which is one more reason the fuel choice affects the schedule and not just the running cost.
  4. Electrical. Setting the transfer switch next to the panel, running the conductors and conduit, and grounding the unit.
  5. Underground inspections. Any buried gas or electric run gets looked at before backfill.
  6. Final inspections. Plumbing and electrical, then a final that looks at the pad, the clearances, and the labeling.
  7. Startup and commissioning. The installer starts the unit, sets the exercise schedule, and simulates an outage so you can watch the transfer happen.

What the inspector is measuring

Houston’s checklist is a good proxy for what most jurisdictions verify, and it is worth reading before you sign a quote, because these are the numbers that force a unit to be moved.

On the electrical side, inspectors measure from the generator or its housing to:

  • The lot or property line: 2 feet minimum.
  • Combustible exterior building walls, including wood-framed brick veneer: 5 feet minimum.
  • Openings in an exterior wall, meaning windows, doors, and vents: 5 feet minimum, per NFPA 37 section 4.1.4.

They also check the unit’s position relative to the electrical panel, the wire and conduit installation, and the electrical contractor’s load analysis, which has to show that both the generator and the transfer switch are sized for the loads that were selected. Generac’s own guidance points at the same clearances homeowners run into at inspection, so a placement that satisfies the manufacturer is usually close, but confirm the local numbers before the pad is poured.

On the plumbing side, the inspector traces the gas piping from the meter to the unit and verifies the flex connector is listed for that generator size, the regulator is sized for that model, and the meter and piping can carry the BTU load. They also check that the unit’s orientation still leaves service access to the gas meter, the condensing unit, the pool equipment, and anything else nearby.

How to use this when you are collecting quotes

The install process is where a cheap quote turns expensive, so make the comparison explicit:

  • Ask who pulls the permits and who schedules the inspections. If the answer is you, that is real work and real delay that the price is not covering.
  • Ask whether the survey and the load analysis are included, or billed separately when plan review asks for them.
  • Ask about the gas meter. A meter upsize is a utility job with a utility timeline, and it belongs in the schedule you are quoted.
  • Ask what happens if an inspection fails. Reinspection fees and a second trip are normal; who eats them should be in writing.

All of that lands in the installed price, which is why the installed cost of a whole-house generator varies so much more than the unit price does. Once the job passes final and the unit is commissioned, the ongoing commitment is small and predictable: an exercise cycle every week and an annual service. Getting there is the part worth planning, and a local installer who works in your jurisdiction every week already knows which of these steps your city is strict about.
